![]() Fred Consulting Associates has provided planning and development consulting services to public agencies, non-profit organizations and private firms since 1982. Specializing in affordable housing, FCA has served as financial advisor/consultant to these agencies in determining effective housing programs, and in managing the development of affordable housing projects. Daniel I. Fred, A.I.C.P., Principal of FCA, has extensive financial advisory expertise as well as a broad range of experience in all areas of housing development, including project feasibility and market analysis, program design, land use planning (entitlement permits), and project coordination. Prior to his establishing Fred Consulting Associates, Mr. Fred served as Director of Community Development for the City of Galveston, Texas and Director of Housing Programs for the City of Palo Alto, California. In recent years, Daniel Fred has been retained by housing authorities and housing development corporations interested both in restructuring their existing debt and in financing the construction of new affordable housing. Specifically, in the new construction and acquisition category, Mr. Fred has served as financial advisor in accessing 9% low income housing tax credits as well as 4% low income housing tax credits together with private activity mortgage revenue bonds (MRBs). This work also has involved securing the financing from a variety of other funding sources such as 501©3 bonds, HOME, CDBG, Federal Home Loan Bank's Affordable Housing Programs, Housing and Urban Development (HUD) programs, private foundations and private lenders. FCA has also served as project manager for newly constructed or remodeled housing projects. FCA has submitted all applications to the California Tax Credit Allocation Committee (i.e., low income housing tax credit authority) and to the California Debt Limit Allocation Committee (i.e., bonding authority) as well as all correspondence involved in obtaining these funding commitments. Mr. Fred negotiated with equity investors (limited partners) on terms of the partnership as well as the equity share and secured construction financing from lenders. FCA also coordinates the respective city and county governmental agencies, as well as the underwriters, attorneys and architects involved in the development of affordable housing projects. Mr. Fred currently serves as financial advisor to the Housing Authority of the County of Kern (California) and is responsible for evaluating and advising the housing authority staff and Board of Commissioners on all of its development projects. FCA has also been retained by other city and county government agencies to advise them on how best to utilize their funding sources and how to restructure projects when and if a project fails to perform. In the homeownership arena, FCA has developed and implemented over 30 Mortgage Credit Certificate (MCC) Programs for first time homebuyers. Mr. Fred has also designed and implemented down-payment assistance and lease-purchase programs to increase affordable homeownership. Additionally, he has written housing elements, designed programs and priorities for local governmental agencies and has obtained direct funding for housing projects through public and private resources. Regarding public housing, Mr. Fred has served as the development consultant coordinating senior housing projects, disabled housing projects, and affordable apartments for low-income and migrant workers in several locales throughout California. Mr. Fred received his B.A. degree in anthropology from the University of California at Berkeley in 1972 and his Masters degree in City and Regional Planning from Harvard University in 1974. |
